Rendering assistance for the development and protection of the small and midium-sized enterprises’ interests is a priority of BIA. BIA influences the ruling decisions on the SME’s activities, including the adaptation of the Bulgarian legislation to the EU’s requirements, through participation in various consultative bodies on national level, such as the Agency for Small and Medium-sized Enterprises.
In historical aspect BIA has a serious coordinating role in the process of the regulatory documents’ development; stimulation and development of small and middle sized enterprises. The specific features of the system for the development and function of SMEs during 80s were:
- Development and financing of SMEs, based on a complete credit mechanism. Establishment of investment bank and venture fund in BIA.
- Free market of SME’s products and services
- Stimulating the implementation of new technologies
- Consultations – directly or through its SME structures in different areas of their activity;

The initiative and coordinating role of BIA resulted into the development of more than 600 /six hundred/ SMEs and production capacities in all branches of the economy. This process made Bulgaria unique amongst the former countries with planned economy.
The experience of BIA in the assistance of the SME’s development gave an opportunity for realizing activities towards stimulation of entrepreneurship and development of SMEs, the Small and Midium-sized Enterprises Agency was established, a Law for stimulation of SMEs and a Law for Crafts were accepted, the Small Enterprises” Fund at the Ministry of Industry was formed, and etc.
The activities, which BIA offers and accomplishes for the sector of the medium-sized and small enterprises, are:
- Prepares analyses and forecasts for the development of the industry. Assists in forming branch strategies for development;
- Informs for amendments in the legislation, regulation norms, market environment, and etc.;
- o Renders methodical and consultancy assistance and participation in the realization of European and other international projects;
- Renders consultancy assistance;
- Assists in the export of the SME’s production through granting market information, international contacts and participation in fairs and exhibitions;
- Offers wide spectrum of specializations through professional training.
